HONGKONG. 19th November, 1914.

In continuation of my secret despatch of the 5th

November, I have the honour to transmit the enclosed paraphrases and

translations of cypher and code telegrams exchanged with you on the

subject of the war. The instructions and information conveyed in your telegrams have been communicated to the persons concerned. I make the following references in particular cases.

The instructions conveyed in your code telegrams of

the 4th November were embodied in a Notification published on the 11th November, a copy of which is attached.

With reference to your cypher telegram of the 7th November, I telegraphed to you today that the Naval Authorities have decided to ship the armament by the S.S."Fooksang" sailing on the 28th instant to Calcutta and connecting with the Natal line of steamers from India to Durban. The presence until recently of hostile cruisers in southern waters, and the number of steamers requisitioned for transport work has rendered the steamer service to India somewhat infrequent.

I have communicated the text of your code telegram

of the 11th instant to the General Officer Commanding who has invited applications both locally and in the Treaty Porta of China for temporary commissions in the Army. I shall report the result

in due course.
